National Technical Training Institute was officially founded in Phnom Penh on 29/12/1999 by Sub-Degree No 109 dated 24/10/2001 in the post of the department of Ministry of Education, Youths and Sports. 

The institute was originally known as Preach Kossomak Technical and Vocational Training Center until 1999 when it became technical training center. On 29/12/1999, the center was granted institute status by the Ministry of Education, Youths and Sports and has hence been known as National Technical Training Institute.

National Technical Training Institute is a state-owned educational institute under the direction of Ministry of Labor and Vocational Training. The inspiration for the establishment of this institute came from the founders ‘desire to establish an educational institution to train students in theoretical and practical experiments, and academic ability.

The Institute is located in TukThla Commune, Russey Keo, District approximately 5 km from the center of the city (Wath Phnom) with 10 hectares of land area.
